Highway Advisory Group Update: Sound Walls and Landscaping

The Highway Advisory Group continues to meet with the Ministry of Transportation as a committee on a monthly basis and the Mayor and Village and Public Works Manager are in regular contact with Ministry of Transportation staff. Our meetings continue to yield excellent results for the Village. We continue to clear up outstanding issues, but also have two significant remaining projects: the Sound Walls and the Sound Wall Landscaping.

Sound Walls:  As sent out in a recent e-post the design work for the Sound Walls is in its final stages of completion and construction of Kelvin Grove area Sound Walls, KG 2 and KG 3 have begun.

During the month of August, 2010, the Highway Advisory Group has been informed that there will be a one lane closure along the highway in order to provide a safe work site for Tyam Construction’s installation team.

The Sound Wall work schedule will likely begin with a six day a week program in order to facilitate the Sound Walls being installed as expeditiously as possible.

Sound Wall Landscaping:       A sub-group of the Highway Advisory Group met following our July 20thmeeting with MoT, to discuss and input into the Sound Wall Landscaping. HAG members, Lisa Turpin and Riche Mossakowski have led this landscaping design and consulted with the various stakeholder groups most affected. The Sound Wall Landscaping presents many challenges, thus, as recommended by MoT’s landscape consultant, the Sound Wall planting will be mostly wall covering vines to complement the Ashlar Stone finish. There will be areas where planting is not possible. Where the land base allows landscaping plantings are being recommended.

Thank you to the residents of Lions Bay for your patience. Lions Bay has benefited greatly from the Highway Advisory Group continuing to meet with the Ministry on a monthly basis in order to ensure the best outcome possible for Lions Bay.

 


E-POST OF JUNE 17, 2010

To All Residents from Mayor Brenda Broughton, Chair, Highway Advisory Group                       

The following e-post is to advise residents that construction on the Highway Sound Walls will begin shortly. All parties look forward to a successful completion.

The Village is in regular communication with the Ministry of Transportation (MoT) and Tyam Construction. MoT is supervising the Sound Wall Construction to ensure that the specifications are met. The Village is meeting regularly with MoT and Tyam Construction to receive updates. E-post notices will be forwarded to residents. As information comes available regarding highway lane closures, site start times, noise issues, safety notices and other important project matters, this will be posted here on the Village website and sent out in an e-post. The information will be found on the website by clicking on the “Sound Wall” icon/link in the left side menu.

ASHLAR STONE SOUND WALL CONSTRUCTION: Construction of the Sound Walls is planned to start this month on the West Side of Kelvin Grove for Sound Wall # 2 and #3, followed by Sound Wall # 4 on the East Side of the highway between the Kelvin Grove northbound exit and the cement wall prior to the northbound Lions Bay Avenue exit. The Condominium Sound Wall preparation will take place next. The Sound Wall construction work will continue travelling north along the east side, however, the Bayview Road Sound Wall south of the Alberta Creek Pedestrian Bridge, is being placed at the residential property line, and may be done last due to the complexity of the access.

The construction will begin by boring and reinforcing holes for the Sound Wall Posts. This should take up to one week for each of the Sound Wall locations. Generally, crews will try to build efficiency into the location where they are working, given the on-site equipment that is needed.

DURISOL SOUND WALL CONSTRUCTION: Construction of the Durisol Sound Walls will occur likely in the fall on Harvey, Alberta and Magnesia Creek Bridges and along one portion of highway poured in place no-posts at the Isleview Place southbound highway exit.

TIME OF CONSTRUCTION:Construction is planned to take place during regular operating hours from 7:30 AM to 5:00 PM, Monday through Friday. Any change to this schedule, ie. evening or weekend work, will be forwarded by e-post to residents and posted here on the website.

CONSTRUCTION NOISE: Construction noise is expected to be “typical” and similar to what was experienced during the Highway upgrades. Should there be any equipment on site that will pose the risk of increased noise, there will be an e-post forwarded to residents and the information will also be posted here on the website in the most timely manner possible.

TRAFFIC MANAGEMENT, LANE CLOSURES & RESTRICTED ACCESS: As most work will be completed from the highway side, there will be single lane closures on the highway. Plans for lane closures on the highway are from Monday 7:30 AM through to Friday 5:00 PM for both job site access and the safety of workers. The single lane closure, will leave one lane open, but may remain closed during the night to secure the work site. To control traffic flow, there will be a Construction Site Speed Limit posted during day hours to lower traffic speed to 50 kmh. The lane closures will be static and will be monitored by Traffic Control Staff. 

In regards to safety, the contractors may need to restrict access to effected trails they are working next to in order to provide a secure and safe worksite for the residents and construction crew. When the Village is notified of these details all information will be posted here on the website.

Again, the Village is in regular contact and share a positive relationship with the Ministry of Transportation and the project contractors, Tyam Construction. This will help ensure an efficient delivery of information to the community.
