SECONDARY SUITE REVIEW

The Secondary Suite Bylaw was adopted on February 23, 2011, and the process of registering suites has now been in effect for nearly 18 months.  When the Bylaw was being drafted, it was the intention of Council to review its impact and effectiveness after it had been implemented.

Council has now determined that the process has been in effect long enough for it to initiate this review.  Councillor Joanne Ronsley will lead Counciil and Staff in looking at all aspects of the Secondary Suite bylaw, with particular focus on clarity, fairness, safety and compliance.

If you would like to contribute to this review, please contact the Village Office in writing or by email, to reception@lionsbay.ca, before January 16, 2013. Council encourages and appreciates your feedback, which will help us ensure that this review is comprehensive.


ALTERNATIVE APPROVAL PROCESS - LOAN AUTHORIZATION BYLAW NO. 452, 2012

The deadline for electors to register their opposition to the passing of “Community Centre Renewal, Loan Authorization Bylaw No. 452, 2012” was Tuesday, December 4, 2012 at 4.00pm.

 

The Approval Process required that the opposition of 107 or more electors was required to prevent Council from adopting the Community Centre Renewal, Loan Authorization Bylaw No. 452, 2012 withoutobtaining the assent of the electors.  If less than 107 elector forms were received, the Loan Authorization Bylaw would receive approval of the electors and Council would be able to proceed with its adoption.

 

Under section 86 of the Community Charter, the Corporate Officer is responsible for determining and certifying whether elector approval has been obtained.  I oversaw the count and recount, and I certify the accuracy of this process.

 

At the deadline date and time, 285 elector response forms were counted which exceeds the 107 established as the 10% of the electorate. 

 

As such, I have determined that elector approval has NOT been obtained and therefore Council is unable to proceed with adoption of the Community Centre Renewal, Loan Authorization Bylaw No. 452, 2012 without receiving assent of the electors.
