HIGHLIGHTS OF THE MINUTES OF THE SPECIAL MEETING

OF THE VILLAGE OF LIONS BAY

HELD ON MONDAY, APRIL 18, 2005 at 12 noon

 

Present:            Mayor Douglas Miller

                        Councillor Elizabeth Jordan

                        Councillor Chris Page

                        Councillor Joanne Ronsley

                        Administrator Lori Pilon

 

1.                   Mayor Miller called the meeting to order at 12 noon.

 

2.                   A motion was passed to approve the agenda.

 

3.         Bear Management

            The Village’s representative on the North Shore Black Bear Network Norma Rodgers, Lawrence Ruskin and Chris Doyle, Conservation Officer were present.

A.        A motion was passed that the Village would start issuing tickets immediately for garbage/recycling infractions and concurrently have bylaws reviewed by the Village’s solicitor to ensure that they are enforceable.

B.         A motion was passed that the Village work with the Ministry of Water, Land and Air Protection’s Conservation Officer service to identify bear attractants in the Village and seek to have the Dangerous Wildlife Protection Orders issued.

            Chris Doyle will be provided with a list of repeat offenders who put their recycling and/or garbage out early.

C.         A motion was passed that Chris Doyle contact Waste Management to give them a warning regarding leaving any garbage on the street when they dump it into trucks.

D.        A motion was passed that staff be authorized to arrange for a bear-proof neighbourhood bin to be located outside the Works Yard gate for the convenience of residents.

E.         A motion was passed that Mayor Miller be authorized to meet with Mayor Sutherland of the District of Squamish, and Staff Sargent Mark Hennigar to discuss/encourage the use of non-lethal methods to deal with bear issues.

F.         A motion was passed that the Village replace the following public garbage cans with bear-proof garbage cans:  at the bus stop under the overpass, at the bus stop at Kelvin Grove, at the Park and Ride and at Kelvin Grove Park as funding permits and once confirmed that current cans are being used.

G.         Pay-Per-Call.  Lawrence Ruskin and Norma Rodgers will prepare a proposal for a pay-per-call system that will compensate Ruskin for responding to calls.

 

4.                   A motion was passed to adjourn the meeting at 2:15 p.m.
