MINUTES OF THE INAUGURAL MEETING OF COUNCIL
HELD ON MONDAY DECEMBER 5, 2005 AT 7:00 P.M.

1. Outgoing Mayor Miller called the meeting to order at 7:00 pm and welcomed
the gallery, Provincial Court Judge D. E. Moss and RCMP Staff Sergeant
Hennigar.
2. Farewell Address – Outgoing Mayor Miller
Outgoing Mayor Miller gave his Farewell Address (attached), and presented Karen Dyer with a gift from the Village in recognition of her many years of service as editor of the Seagull, and acknowledged Andrew Oliver for his service to the community as Fire Chief of Lions Bay Fire Rescue.
3. Swearing-In Ceremony - The Honourable Judge D. E. Moss
Judge Moss conducted the swearing-in ceremony and administered the Oath of Office and Oath of Allegiance to Mayor-Elect Max Wyman and Councillors-Elect Linda Heneault, Connie Spiers and Lisa Turpin.
Councillor-Elect Ken Wolder was absent and will be sworn in at a later date.
4. Inaugural Address – Mayor Wyman
Mayor Wyman gave his inaugural address (attached) and upon Andrew Oliver’s arrival presented him with a vintage fire extinguisher from the Village in recognition of his service to the community.
5. Motions and Resolutions
A. Motion to Bestow Freedom of the Village
A motion was passed that pursuant to Section 158 of the Community Charter, this Council confer Freedom of the Village of Lions Bay on Douglas Miller in recognition of his service as Mayor to this Municipality.
B. Motion to appoint Director and Alternate to GVRD Board of
Directors
A motion was passed that Mayor Max Wyman be appointed as Director to the GVRD Board of Directors, and that Councillor Linda Heneault be appointed as Alternate Director to the GVRD Board of Directors.
C. Motion to appoint Member and Alternate to GVRD Labour Relations Bureau
A motion was passed that Mayor Max Wyman be appointed as member to the GVRD Labour Relations Bureau and that Councillor-Elect Ken Wolder be appointed as alternate member to the GVRD Labour Relations Bureau.
D. Motion to Appoint Banking Signatories
A motion was passed that Mayor Max Wyman and Administrator
Lori Pilon be designated as banking signatories.
6. Varia
Michael Tickner made a presentation of his new limited edition print Two Points of View
to the Village of Lions Bay.
7. Adjournment
A motion was passed to adjourn the meeting at 7:50 p.m.
