At the October 1st regular meeting, Council took the next steps in a plan to improve cellular connectivity within the Municipality by approving a license agreement between SBA Canada and the Village of Lions Bay, subject to community consultation. This agreement enables SBA to complete their due diligence process for erecting a cellular tower on Municipal lands above the new Harvey Creek water tank. Through SBA, major cell providers will be able to co-locate upon the tower and offer enhanced connectivity to their customer bases. The license agreement also facilitates free placement of Municipal equipment, including the UBC Watershed Study’s stream flow monitoring equipment. Staff have compiled a Telecommunications Tower Project Synopsis citing considerations related to the project.
The applicant’s official public consultation process has now begun (see Public Notice) and SBA is engaging in a level of community consultation which is over and above what is required by Federal law, one which we trust will resonate with the community as being open, transparent, thorough and meaningful. Notices and materials from SBA about the project were mailed to all non-resident property owners and delivered to each mailbox at the Lions Bay Post Office, with Notices on boards around the Village, in newspapers, the Village Update and, of course, right here on the Municipal website.
It is important to note that, by Federal regulation, this is the applicant’s consultation process. They have strict obligations to meet in terms of tracking all comments received during the consultation period and answering any questions posed by the public. Please also note that there will be a Public Information Meeting hosted by SBA at Broughton Hall on Thursday, November 21, 2019 from 5 to 7 pm. The Open House notice for that meeting is within the Full SBA Notification Package.
The community consultation has now been completed and a report was to be presented to Council for their consideration at the March 17, 2020 Council meeting. However, the COVID-19 pandemic has resulted in a delay in consideration of this matter. Further information will be posted when this matter can be brought forward for consideration.
