Council Meetings
Council meetings are where bylaws, development permits, and other official business of the Village of Lions Bay is conducted and formalised. Many of the matters which Council must consider are forwarded for Council’s consideration through the recommendations of the various Committees and staff. All decisions of Council are expressed either by a Council Resolution or a Bylaw. Municipal staff carry out the instructions of Council based on the decisions which are made at Council meetings.
All Council meetings are generally held on the first and third Tuesday of each month. Meetings begin at 6:00 p.m. and are held in in Council Chambers at 400 Centre Road, Lions Bay. Generally, Council will begin their closed, in-camera session at 6:00 p.m. and the open meeting will generally start at 7:00 p.m. Currently, Council meetings are also available via Zoom, an online meeting platform. Closed Meetings
As matters dictate, Council may be required to close a Council meeting to the public. The rules for these In Camera meetings are found in section 90 of the Community Charter and deal with confidential topics related primarily to personnel, property transactions, or legal issues. Only matters listed in section 90 may or must be discussed in a closed meeting, and they are treated in this manner primarily to protect individual privacy or to safeguard the interests of the Municipality from the premature release of information which could compromise the Municipality.
Procedures Bylaw and Schedules
Council meetings are governed by the requirements in the Village of Lions Bay's Council Procedures Bylaw No. 476, 2015, as amended. Agendas and supporting materials for Council and Committee meetings are made available at least 24 hours prior to a Regular Council Meeting.
Public Participation & Council Delegations
Residents may address Council for up to 2 minutes in the Public Participation portion of a Regular Council Meeting with no prior pre-registration. Please note that the Public Participation portion of a Council meeting, per the Procedure Bylaw, cannot last more than for a total of 10 minutes.
Residents who wish to address Council for up to 10 minutes must pre-register and complete a Delegation Request Form. This form must be submitted by 12 noon the Thursday prior to a Regular Meeting of Council (delivery through the Village mail slot is acceptable). Submission by e-mail is also acceptable.
Public Viewing Etiquette
- Silent viewing only, please do not interrupt Council discussion.
- Public participation through Zoom will be made available during the Public Participation portion of the agenda. Please view the instructions here. The Chair will note the order at the beginning of the public participation session, starting with those who are in attendance on Zoom.
- Limit background distractions by muting your microphone and keeping video turned off
- If interruption is repeated, the participant will be removed from the meeting
