Committees are used to share work amongst Council members according to interest and expertise, and to provide a less formal opportunity for the public to offer input to Council.
Committee types
A Standing Committee is formed by the Mayor acting under the authority of section 141 of the Community Charter, for matters the Mayor considers would be better dealt with by committee. At least half the members must be Council members. The Infrastructure Committee is Standing.
Select Committees are formed by resolution of the Council under the authority of section 142 of the Community Charter, to consider or inquire into any matter and to report findings and opinion to the Council. At least one member of a Select Committee must be a Council member. The Lions Bay Beach Park Advisory Committee is Select.
Council may create committees by bylaw, which provides the Terms of Reference for its powers and responsibilities. Generally, these are “advisory committees”, intended to provide advice or recommendations on a regular basis regarding a particular subject matter. The Trees, Views and Landscapes Committee is a bylaw Committee.
Current Lions Bay Committees
All committee proceedings are open to the public, unless closed under one of the grounds enumerated by Community Charter Section 90.
Established by bylaw, and comprising all Council members, the COW is an opportunity for Council members to meet to discuss, but not decide on, the business of Council. When Council meets as the COW, recommendations can be made to be considered at a duly convened Council Meeting.
The bylaw TVLC advises Council on the development, interpretation, enforcement and future direction of tree management, view preservation and the non-constructed environment in the Village.
The Committee considers Tree-Cutting Permit applications under the Trees, Views and Landscapes Bylaw, providing balanced and objective advice to Council on these applications. Committee inspection takes place at the location of the proposed cutting and affected or interested residents may attend. The Committee’s recommendations are included on the next Council Agenda for the Council’s consideration in deciding the tree cutting or trimming application.The Trees, Views and Landscapes Bylaw No. 393, 2007, as amended, includes the Terms of Reference for the Committee.
The Standing IC comprises volunteer technical subject matter experts, and advises Council on long range infrastructure issues facing the community. Its Terms of Reference can be viewed here.
The Select LBBPAC was first formed in 2017 to develop ideas for the revitalization of the Lions Bay Beach Park. Its Terms of Reference can be viewed here. Results of the late-2017 survey conducted by the Committee can be viewed here. The Committee's recommendations were deferred pending grant funding, which was obtained in early 2022.
Following the 2022 election the Committee was reinstated to reconsider the plan for Lions Bay Beach Park. Its recommendations were handed to municipal staff to put into effect in early 2024.
The Select Curly Stewart Memorial Trust Fund Award Committee was formed by bylaw to advise Council on the selection of a high school applicant for the annual award of a scholarship from the Curly Stewart Memorial Trust Fund. The Terms of Reference can be viewed here.
The Standing Climate Action Committee’s mandate is to provide a local perspective to advise Council on mitigating the Village’s greenhouse gas (GHG) emmissions, to establish GHG reduction targets and to recommend policies and actions related to climate action as identified in the Village's Official Community Plan (OCP).
